On 5 July 2023, Franz Fayot, Minister for Cooperation and Humanitarian Action, and Guy Daleiden, Director of the Film Fund Luxembourg, signed a Memorandum of Understanding (MoU) to continue Luxembourg's support for the Fonds pour la jeune création francophone en Afrique subsaharienne (Fonds JCF).

After two initial rounds of support, the MoU signed defines the terms and conditions of Luxembourg's annual financial contribution to the JCF for 2023, the first year of the 3e support cycle. It amounts to 80,000 euros and will be divided equally between the Luxembourg Cooperation and the Film Fund Luxembourg.

The purpose of the JCF is to promote the French-speaking world and support the French language as a creative tool in the film industry. The projects selected and supported by the JCF contribute to the promotion of cultural diversity, the development of the local film market and job creation in the countries targeted by the JCF, which include five partner countries of Luxembourg's cooperation programme, namely Burkina Faso, Cabo Verde, Mali, Niger and Senegal, as well as two project countries, namely Benin and Rwanda.
