Luxembourg signs a coproduction treaty with Ireland

Minister for Communications and Media François Biltgen and his counterpart Minister for Arts, Heritage and the Gaeltacht Jimmy Deenihan have signed the first Irish Luxembourg Co-production Treaty at the Galway Film Fleadh.

François Biltgen, Ministre des Communications et son homologue irlandais Jimmy Deenihan, Ministre des Arts, de l’Héritage et du Gaeltacht ont signé le 9 juillet un traité bilatéral sur les relations audiovisuelles entre le Luxembourg et l’Irlande.

La cérémonie de signature a eu lieu en Irlande dans le cadre du « Festival International du Film de Galway » au Connemara, sur la côte ouest de l’île verte. Un grand nombre de producteurs luxembourgeois s’étaient déplacés pour se joindre aux cinéastes irlandais participants à cette cérémonie. L’acteur irlandais Brendan Gleeson (Harry Potter, In Bruges), a rehaussé l’évènement de sa présence et s’est félicité, lors d’une petite intervention, de la conclusion de cet accord dont l’objectif est d’intensifier les relations entre les deux pays. Brendan Gleeson est actuellement en train de préparer « At swim-two-birds », son premier long-métrage en tant que réalisateur et dont le scénario est l’adaptation au grand écran de la célèbre nouvelle éponyme de Flann O’Brien. Ce film sera coproduit au Luxembourg par le producteur Jani Thitges de Samsa Film.

Lors de son allocution, le ministre Jimmy Deenihan a lu une lettre signée par l’acteur Gabriel Byrne (The Usual Suspects, Miller’s Crossing), qui est l’actuel ambassadeur irlandais pour les affaires culturelles, et dans laquelle il a félicité les deux pays pour avoir pris l’initiative d’unir leurs compétences et créativités audiovisuelles respectives. Le ministre François Biltgen s’est montré très satisfait du rapprochement avec l’industrie cinématographique irlandaise : «Les relations que nos deux secteurs et nos professionnels ont développées dans le passé représentent une base solide pour générer des projets audiovisuels futurs de grande qualité artistique».

Côté festival, les trois coproductions luxembourgeoises, « Dernier étage gauche-gauche », de Iris Productions, « Sans queue ni tête », de Samsa Film et « Anduni » (Paul Thiltges Distributions) étaient à l’affiche de la 23ème édition du festival international de Galway.

D’autre part, le festival offrait des « pitching sessions », qui ont notamment permis aux producteurs luxembourgeois et au Fonds national de soutien à la production audiovisuelle, de s’informer au sujet de projets audiovisuels futurs et de trouver des producteurs ou distributeurs potentiels.

Les Media Desks luxembourgeois et irlandais avaient organisé une rencontre de coproduction entre producteurs et représentants des instituts publics du film. Ainsi le directeur du «Lëtzebuerger Filmfong» Guy Daleiden et James Hickey, directeur du «Irish Film Board» ont présenté les différents mécanismes de soutien au financement d’œuvres audiovisuelles existants dans les deux pays. A titre d’exemple, le luxembourgeois Bernard Michaux (Lucil Film) et son collègue irlandais Macdara Kelleher (Fastnet Films), ont à leur tour expliqué comment ils ont financé et produit le long-métrage « The Runway », réalisé en 2009 par Ian Power. Ce film d’aventure qui a gagné le grand prix au festival de Galway l’année dernière, sera dans les salles obscures du Luxembourg en octobre prochain.

Notons que la société irlandaises Fastnet est en préparation de leur deuxième long-métrage de fiction au Luxembourg. Il s’agit de « Love Eternal » du réalisateur irlandais Brendan Muldowney qui est coproduite avec la société de Pol Cruchten (Red Lion). Le tournage débutera le 29 août au Luxembourg.

…The Treaty aims to increase production between the two countries enabling both to benefit from joint access to the government’s incentives and subsidies, as well as access to local markets and the opportunity to pool industry resources.

Commenting on the Treaty signing Minister Deenihan said "In an increasingly difficult economic environment, the film and television industry can help to create new jobs and spend on goods and services in Ireland. Co-production is of vital importance to the financing of the majority of Irish films and television production in Ireland, as well to the overall growth of the industry. For a country the size of Ireland there is no better way in which to raise international investment for projects of scale and it is fundamental to the way the industry is structured. Ireland is a small territory and it is difficult to finance in this market alone. Luxembourg has proved to be a very supportive partner to Ireland and we look forward to working together on many Irish and Luxembourg films."

Luxembourg Minister for Communications and Media François Biltgen said "Sixteen years of bilateral collaboration and friendship have been the RUNWAY for signing this Treaty which will hopefully bring long-lasting partnership between our two countries."

Recent Luxembourg Irish co-productions include THE RUNWAY which was produced by Fastnet Films and released in Irish cinemas last month. LOVE ETERNAL , to be directed by Brendan Muldowney (SAVAGE), is another Irish Luxembourg co-production which is set to go into production in August.

The signing was attended by Irish actor Brendan Gleeson who is currently developing a feature film AT SWIM TWO BIRDS which is to be co-produced by Irish company Parallel Films and Luxembourg producer Jani Thiltes. AT SWIM TWO BIRDS has an offer of support from both Bord Scannán na hÉireann/the Irish Film Board and Film Fund Luxembourg and is currently at financing stage. A a large number of Irish and Luxembourg producers who were attending the Galway Film Fleadh, were also at the signing.

European co-production also brings creates cultural benefits allowing for the increased exploitation of Irish films in our co-production territories and growing international audiences for Irish stories.
